This CFA with titleID 0004001B00019002 was added with 9.3.0-21. This contains “fangate_updater.bin” in the RomFS.

This is the firmware for the Old3DS NFC peripheral, which communicates with the 3DS via IR. The code here is ARM, mostly(?) in thumb.
